UN HQ, Manhattan, New York, United States | September 3, 2025: Mr, President, Members of the Executive Board, Excellencies: On behalf of the Government and People of the Republic of Liberia, especially the children,
I extend profound appreciation to the United Nations Children Fund (UNICEF), and to this distinguished Board for the reassurances of your support and continued commitment to the children of Liberia. We view this presentation of the new five-year Country Programme Document (CPD) as a moment of renewed partnership, and request the Executive Board to endorse it.
This Document, borne out of extensive consultations with heads of the relevant sectors, institutions and agencies of Liberia, demonstrates clearly how UNICEF’s work aligns with Liberia’s national priorities under the government’s ARREST Agenda for Inclusive Development. It supports our efforts to accelerate progress in meeting the targets of the Sustainable Development Goals, and assists in helping to ensure no one is left behind.
We are grateful that this CPD emphasizes human capital investment as a pathway to reducing poverty and inequality. Investing in human capital is the cornerstone of the Liberian Government’s agenda for inclusive development.
The four specific areas of alignment where this CPD concretely reinforces our national development initiatives include:
- Decentralization
- Support to adolescent girls
- Data development for decision-making, and
- Public Financing.
With this focus, the Liberia’s Country Document represents some of the building blocks that are critically needed in our determined efforts to build a more inclusive and resilient Liberia.
Finally, Excellencies:
Liberia continues to walk a difficult path of national healing recovery and reconciliation to address the devastation of war on our population, especially our children, which has taken a toll on our Children. We are happy to note that every step along the way, UNICEF has stood with us as committed partners—supporting our schools, protecting our children, strengthening our health systems, and helping to restore hope across our communities.
Therefore, we thank UNICEF for the continued partnership which is geared toward strengthening Liberia’s foundation for peace and the future of our country.
